Times have changed. When I first saw this statement in Mike Cohn’s book1 about Agile software development, I was at least puzzled, if not a little shocked. I had seen instances when this philosophy got companies and government agencies in trouble. Constructive change claims, for example, sometimes arise out of informal, ill-advised scope tradeoff decisions and other-than-stellar contract management practices.
